As with any bigger information system, the three DSS can never be established by only one person. Especially in the context of bilateral projects it is of great importance to have local and expatriate experts work hand in hand. Any DSS is doomed to failure, if there is only one person working on it - and eventually leaving, when the money is earned and the success stories are published.
